On November 16, the Chairman of Ho Chi Minh City's People Committee, Phan Van Mai, issued a temporary regulation establishing the measure "Safe, flexible, and effective control of COVID-19”. Three appendices are attached to the regulation, temporarily prescribing actions to be implemented in each level of the pandemic in the ward-, commune-, and city-level activity groupings such as agencies, offices, traffic, and education.
Accordingly, cinemas will be permitted to operate in areas with pandemic levels 1, 2, and 3. At pandemic level 1, cinemas can work up to their total capacity. At level two, the capacity allowed is 50% of the normal, whereas, at level three, the number is 25% at level three. As a result, after more than six months of "freezing", Ho Chi Minh City's cinema system will reopen on November 19.
The comeback date and showtime were promptly updated on the official fan pages of cinemas in Ho Chi Minh City. The information drew a lot of attention, especially from young people. Bao Ngoc (19, Go Vap) said that she was excited and planned to spend the entire week watching movies with her pals.
Furthermore, some viewers expressed their concerns over the rising number of cases. Minh Huy (31, District 10) said: “Currently, most individuals get at least one dose of COVID-19 vaccination, but it is also vital to practice the 5K rule and have a sense of health protection. I was frightened and nervous, so I pondered on the pandemic condition in my neighborhood before deciding whether or not to go to the movie theaters”.
